Nest?

I found this at the base of one of my trees yesterday. Is this a nest of some sort? There's a bunch of wool-looking/fabric material and fur in among the twigs. And some roofing tape (?).

Looks like the sort of thing our native crows or magpies might put together.

I should have put something for scale - it's pretty big, over a foot in diameter, I'd say. Makes sense that it's a bigger bird.
