Nest?

I found this at the base of one of my trees yesterday. Is this a nest of some sort? There's a bunch of wool-looking/fabric material and fur in among the twigs. And some roofing tape (?).

Looks like a nest that has fallen down. Birds use whatever they can find sometimes. Maybe it was built by an inexperienced bird in its first breeding season, and that's why it fell down.

It probably is! I've been putting tufts of my dog's spring-shedding fur on a bush out back, and am always happy when it disappears. I like to think of it warming a nest or two somewhere.

I often see plastic shopping bags or fragments thereof in squirrel nests; and when we had our roof replaced, all roofing supplies other than nails and wood bits appeared there.

That's a nest, or what's left of one. Some birds build messy nests, just a pile of twigs and trash, rather than a neatly woven cup. Pigeons and doves just throw a few sticks together. Corvids are particularly prone to using manmade materials.
